The Yale New Haven Center for Emergency
Preparedness and Disaster Response
(YNH-CEPDR), established post-9/11 by Yale
New Haven Health System, is a national
leader in developing and delivering
assessment, planning, education and training
and exercise programs and services that
support coordinated emergency preparedness
and response for healthcare and other
organizations.
YNH-CEPDR uses a course
development/delivery and learning management
system (LMS) developed by the Yale
University Web Services Group.
Interoperability Challenges Faced
The Yale-New Haven team was faced
with the issues of converting existing
online courses to SCORM conformant courses
for use within multiple Learning Management
Systems (LMS).
The choices were to recreate the
courses or find a conversion solution.

Interoperability Solution
The YNH team turned to Yale University Web Services
Group, and as SCORM consultant, HunterStone, Inc.
for custom hosting and SCORM conversion solutions
which supported a variety of accessibility options.
Technologies and tools were added to the LMS
as a component of a comprehensive internal
e-learning solution.
These innovations included custom portals,
delivery standards (SCORM), partner LMS reporting
tools, registration enhancements, linking, remote
hosting and supporting a blending of public,
private, university, corporate and military
requirements for healthcare education and training.
The Yale-New Haven SCORM Conversion Investment
HunterStone’s SCORM tools are a
component of the comprehensive THESIS e-learning

converts Microsoft Office and Web presentable
content into standards-based objects available and
re-usable by any SCORM conformant Learning

initiative was a series of online courses and
solutions addressing emergency preparedness topics
for healthcare workers in a variety of disciplines.
The programs are widely recognized and
distributed nationally.
